Restorative Justice Moves Forward
I am also happy to report that HB15-1094 Concerning Restorative Justice passed 3rd Readings in the House this morning with unanimous bi-partisan support and will now move on for consideration in the Senate. Research indicates that participation in restorative justice practice decreases recidivism which reduces cost and improves long-term outcomes. This year’s restorative justice bill adds three additional members to the state Restorative Justice Coordinating Council – the State Public Defender, a judge, and a law enforcement representative. The bill also expands which juveniles can be accepted into the pilot program, including juveniles who commit petty or municipal offenses. Restorative justice helps to break the cycle of crime by promoting accountability and responsibility. Keeping juveniles out of the criminal justice system and in school and out of the system is the first step.
